You may combine multiple feature layers into one feature layer by using the Merge Feature Layers in the right-click menu (RCM) of the Table of Contents (TOC).
How to Merge Feature Layers
In the table of contents, select two or more feature layers and then right click on a selected layer. In the menu that appears, click 'Merge Feature Layers' to open the Merge Feature Layers dialog.

Merged SHP File Path - Set the path for the merged shape file. Select the ellipsis [...] button to browse for a folder.
Append to SHP File - If the file path set above already exists, an option to append (or add) the merged shape file to this existing file will become available.
Copy Attributes - Select this option to add the attributes from the original features to the merged shape file.
Add To Map - Select this option to add the merged shape file to the map window after the operation is finished.
Merged Layer Name - Enter the name of the merged layer.
