The LPLAS file format is using a file organization structure that is optimized to be quickly accessed in LP360.
LPLAS can also be created with a right-click on the LAS Layer in the Table of Contents with two options:
Single LPLAS File: All LAS files in the layer will merge into one LPLAS file.
Multiple LPLAS Files: Single LPLAS files will be created for each LAS file in the layer.

NIPOConverter.exe is the command-line equivalent tool for converting various point cloud formats (LAS, LAZ, PTX, PLY, XYZ, and Nested, Indexed, Priority Octree (NIPO) data) into LPLAS pyramid hierarchies.
