LP360 always uses a scale of 0.001 when exporting LAS files so as never to degrade the precision of the data. There is no user option like there is in the GeoCue workflow management software to specify the desired resolution. As the mechanism that allows LP360 to load “unlimited” LIDAR prevents it from knowing the precision of all source LAS files at the time it begins the export process then there isn't a way to know if using a scale of 0.01 would degrade the precision ahead of time. Hence, it always uses 0.001. There is nothing wrong with having a little “coordinate resolution fluff” in the file, it just makes them a slight bit larger, but it is detrimental if you lose precision that you care to keep.
