Probable Resolution #1:

The problem may be caused by topological issues with the breaklines being used in the breakline enforcement settings. Use Feature Analyst to review the breaklines for any issues. If using more than one feature file, turn on on-the-fly topological corrections in the breakline enforcement settings.
