Draw Failed: Interface not supported (9934)

Problem:

User attempts to add WMS basemap and receives the error message, "Draw Failed: Interface not supported (9934)". Despite projection being set for the project and nothing blocking the basemap download (firewall, anti-virus, etc.), the user is unable to display a basemap.

Probable Resolution #1:

User is currently in an RDP session. Solution is to: "Configure H.264/AVC hardware encoding for Remote Desktop Connections. Double click on both the Prioritize and Configure and choose Enable and Apply."
